The Independent Electoral and Boundaries Commission (IEBC) has summoned UDA Secretary General Hassan Omar to appear before its Electoral Code of Conduct Enforcement Committee on 21 October at Anniversary Towers in Nairobi.

The summons concerns remarks Omar allegedly made at a rally in Jomvu, Mombasa County, on 11 September, where he also announced he would run for Mombasa governor in 2027. He was reported to have suggested that the fingerprints of dead people could be used to vote.

The commission said the remarks were likely to have broken the Electoral Code of Conduct, but stressed that the committee would make no decision until it had heard him and considered the material before it.

Omar said on 14 September that he had been speaking metaphorically, to raise concerns about the accuracy of the voter register, and was not describing an actual plan. The remarks drew calls for action from ODM leaders in Mombasa and from some UDA members.

No response from Omar or UDA to the summons had been reported at the time of writing.
